Word to describe someone who fears the strong but bullies the weak:
A person who shows respect towards or fears those who are strong, aggressive, always ready to fight when pushed around or something unfair happens to them, but bullies the weak or those who dare not speak for themselves or fight back when treated unfairly or badly. What do we call this kind of people? Is there one word (adjective or noun) for that?
kiss up, kick down
bully
dastard
craven
coward
chicken
a malicious coward
a dishonorable sneak.

Synonyms:
    intimidate, cow, bulldoze, bully, browbeat mean to frighten into submission. intimidate implies inducing fear or a sense of inferiority into another
      <intimidated by so many other bright freshmen>
    cow implies reduction to a state where the spirit is broken or all courage is lost
      <not at all cowed by the odds against making it in show business>
    bulldoze implies an intimidating or an overcoming of resistance usually by urgings, demands, or threats
